ABC needed opening titles for a Saturday-morning showcase of cartoons starring Porky Pig. Unfortunately, the Warner Bros. cartoon studio was no longer in business, so Hal Seeger was called upon to produce a title sequence, complete with original song (possibly written by Seeger and Winston Sharples). The animation was most likely done by Myron Waldman.
